§1 Be it enacted by the Senate and the House of Representatives of the American Republic in Congress assembled:

Title and Objective.

This legislation shall be cited as the American Frontier and Lunar Settlement Act, established to facilitate the total habitation of the Alaskan wilderness and the subsequent settlement of the lunar surface.

§2 The New Frontier Trust. The federal government is hereby directed to declassify two hundred million acres of Alaskan territory for the creation of a public settlement domain.

(a) Every American citizen aged eighteen or older is guaranteed a one hundred and sixty acre allotment within the Trust.

(b) Legal title shall be conveyed to the individual or family unit following a five-year period of continuous residency and the successful improvement of the land through physical labor.

§3 Logistical and Survival Facilitation. A network of minimal resource hubs shall be established to provide the fundamental tools for frontier life.

(a) Support is limited to the provision of basic survival gear, modular building supplies, and primary access infrastructure to maintain the principle of rugged self-sufficiency.

(b) Emergency medical and communication services shall be maintained at each hub to ensure a basic safety net for independent settlers without fostering state dependency.

§4 Unified Economic and Technological Focus. National research and development shall center on dual-use technologies applicable to both subarctic and lunar environments.

(a) Priority is given to small modular nuclear reactors, closed-loop hydroponic agriculture, and autonomous 3D-printing systems for habitat construction using local materials.

(b) The aerospace industry shall be incentivized through aggressive tax credits to produce consumer-affordable spacecraft as the primary mode of transportation for future frontiersmen.

§5 The Lunar Transition and Aerospace Hub. Alaska is designated as the primary training and manufacturing locus for the extraterrestrial expansion of the United States.

(a) Upon the successful acquisition of a terrestrial deed in Alaska, the homesteader is automatically granted forty lunar acres within the American Lunar Preserve.

(b) Federal vouchers shall be issued to qualified citizens to subsidize the acquisition of private spacecraft from domestic manufacturers to facilitate the move to the lunar frontier.

§6 Export-Oriented Trade Policy. The United States shall prioritize the global export of frontier-born innovations to maximize national wealth and maintain a favorable trade balance.

(a) Domestic policy shall facilitate the sale of terraforming and extreme-environment survival technologies to international markets while ensuring domestic self-reliance.

(b) Incentives are provided for companies involved in the refinement of lunar minerals and the development of high-efficiency propulsion systems that benefit the national economy.

§7 Governance and Social Spirit. The Act aims to rebuild the American character through the direct labor of the individual and the formation of autonomous, self-governing communities.

(a) Local governance shall be established by the settlers themselves to ensure that the new frontier remains a realm of true liberty and personal responsibility.

(b) The national mission shall focus on the duty to improve the earth and the heavens as a means of ensuring perpetual prosperity for all American citizens.

§8 The Decentralized Infrastructure and Energy Initiative.

(a) The federal government shall facilitate the establishment of self-contained energy microgrids centered around small modular nuclear reactors at each resource hub to provide baseline thermal and electrical power for emerging villages.

(b) Every homesteader is authorized to connect to these grids or develop independent, resilient power systems, with the successful maintenance of such systems serving as a primary criterion for land improvement and titling.

§9 The Individual Settlement Milestones and Land Improvement Standards.

(a) To secure legal title, the claimant must demonstrate the construction of a permanent, arctic-resilient dwelling and the operation of a year-round agricultural or industrial facility, such as a controlled-environment greenhouse or an independent workshop.

(b) Physical labor and direct stewardship of the allotment are mandatory, and any attempt to utilize large-scale corporate or automated labor to circumvent the residency requirement shall result in the immediate forfeiture of the claim.

§10 The Pioneer Training and Technical Certification Program.

(a) A comprehensive training network shall be established in the Alaskan interior to provide free instruction in subarctic survival, aerospace maintenance, and advanced life-support systems to all prospective homesteaders.

(b) Completion of these certifications is a prerequisite for the issuance of federal vouchers and toolkits, ensuring that every citizen on the frontier possesses the technical competency required to operate both an Alaskan homestead and a future lunar station.

§11 The Incorporation of Self-Governing Frontier Municipalities.

(a) As clusters of individual homesteads achieve a sustainable population density, the settlers are empowered to incorporate as autonomous municipalities, assuming full legal authority over local zoning, public safety, and the management of shared community utilities.

(b) These municipalities shall function as independent political units within the state of Alaska, serving as the final terrestrial models for the self-governing colonies that will eventually be established on the lunar surface.

§12 The Federal Non-Interference and Property Rights Guarantee.

(a) The federal government is strictly prohibited from re-classifying Alaskan homesteads or lunar allotments as public lands once a citizen has commenced the improvement process, ensuring the absolute permanence of private property rights.

(b) This section establishes a total shield against regulatory takings or administrative overreach, securing the individual as the sovereign master of their land in fulfillment of the national mission to occupy and improve the universe.
